We provide materials that indicate the direct control of the career Russian generals over the combat actions of the Russian Occupation Forces in Ukraine. Thus, in 2014, the commander of the 58th Army of the Southern Military District, Major General of the Russian Armed Forces Hurulov Andriy Viktorovych executed command of the 1st and 2nd Army Corps through the 12th Reserve Command of the Southern Military District (Center of the Territorial Troops today).

The Commander of the 1st Army Corps at that time was Major General of the Russian Armed Forces Zusko Mykhailo Stepanovich. In Ukraine used the undercover name - “Orlov”, the previous position was the Commander of the 34th separate mounting motorized rifle brigade (49th Army) of the Southern Military District.

This dialogue indicates the direct involvement of the military command of the Armed Forces of Russia in the arrangement of the so-called referendum on the establishment of the People's Republic of Donetsk.

Service men of the Russian Armed Forces and mercenaries who came from the territory of the Russian Federation were involved in voting.

All the above mentioned denies the statements of the Russian leadership about the "noninvolvement" of Russia in the events in the east of Ukraine and once again underlines the threat of execution of Minsk agreements on the terms dictated by Moscow.

Without restoration of total control over the Ukrainian-Russian border and without withdrawal of all foreign military forces from the territory of the occupied areas of Donetsk and Lugansk oblasts, holding of elections to local authorities is impossible.
