DREAM collects, organizes and publishes open data across all stages of reconstruction projects in real time, implementing the highest standards of transparency, and accountability. Anyone, anywhere, can monitor the effectiveness and efficiency of project delivery, and use these insights to mitigate risks, conduct accurate reporting and improve overall project performance.

A state Digital Restoration Ecosystem that creates a single pipeline and a single window for all recovery and modernization projects initiated by Ukrainian communities. The platform ensures their transparent and efficient implementation at the national, regional, and local levels.

The business processes and methodology for project development and implementation are based on the relevant protocols of the International Financial Institutions and elements of the European Structural Funds. The flexibility of IT solutions allows us to adapt the cycle of projects to the needs and priorities of their initiators.

DREAM provides complete transparency in the creation, development, prioritization, funding, procurement, and implementation of each project at all levels. The DREAM ecosystem unites 9 IT solutions developed in Ukraine, both those that successfully operate and those that are being developed, and collects data from them in a single window.
THE ONLY NATIONAL BANK FOR RECOVERY PROJECTS
The ecosystem allows the selection of projects by many filters such as region, economic sector, status, initiator, donor, availability of design and estimate documentation (DED), socio-environmental assessment, etc.
INVESTMENT PROFILE OF GOVERNING BODIES
DREAM allows the management of restoration and development plans (in terms of investment objects), presenting projects, communicating with the community, assessing previous experience and capacity, monitoring the restoration process, etc.
DREAM AS A MULTI-DONOR PLATFORM (MDCP) COORDINATION TOOL
The ecosystem presents a list of priority projects for the Government of Ukraine in line with the Rapid Damage and Needs Assessment (RDNA), records financial and other assistance from partners, and creates analytical dashboards to monitor needs and program implementation.
SECTOR PROFILE
The needs and progress of restoration by economic sectors are presented through DREAM. The ecosystem allows us to identify the strategic sector's priorities and projects, and receive feedback on ineffective projects.
PROFILE OF THE FINANCIAL PARTNER OF THE RESTORATION
DREAM allows recording the financial programs of restoration partners including their volumes, terms, conditions, etc. - and linking specific projects to programs for monitoring and control.
SINGLE WINDOW FOR FUNDING INFORMATION
DREAM is a single window for informing communities about potential funding sources, their conditions, and opportunities. The platform offers centralized accounting of all possible programs, including budget, credit, grant, volunteer, etc.
ANALYTICS MODULE AND OPEN DATA
A comprehensive analytical tool for researching data from the DREAM ecosystem in real-time in any area is available to all portal visitors. It allows tracking of individual performance indicators, daily reports by sector, community, financial program, etc.
RISK MANAGEMENT SYSTEM FOR DIFFERENT USER GROUPS
DREAM provides for a comprehensive risk assessment at the level of the customer, governing body, ministry, controlling bodies, etc., to improve the efficiency of project implementation and minimize corruption risks.
DREAM ACADEMY AS A USER COMPETENCE CENTER
The DREAM project office has created a user support and training center for working with the ecosystem and restoration in general, which includes integrated training materials, tips, explanations, regulatory framework, video and text instructions, Massive Open Online Courses, examples of successful projects, reuse projects, etc.
E-DEMOCRACY TOOLS
Every citizen of Ukraine can be involved in the restoration process. The ecosystem involves citizens through e-democracy tools such as consultations and discussions of recovery plans and projects, project evaluation, initiation, involvement of external expertise, monitoring of project implementation by the public, etc.
